Pelan konsep ini hanya diketahui oleh mereka yang terlibat dalam aktiviti perancangan sahaja. Untuk mengetahui ilmu mengenai pelan konsep ini, mereka boleh melibatkan diri dalam ilmu perancangan. Untuk mendapatkan ilmu perancangan secara formal, mereka boleh mengambil kursus yang ditawarkan di IPTA ataupun IPTS.
